Car won't crank without the oft plugged in

Just as the title reads, cr went down to be built/turboed, now that it's back together it isn't want to crank(rotate engine) without the oft plugged into the the port,
Flashed the ecm to the new map and back, and then again it does the same thing, I'm going to go over it all again but this one has got me

This might seem like a silly question but are you sure it cranks with the oft plugged into the obd port?

That makes no sense.

The oft or any flash device transfers tune to ecu then it takes no further part in engine operation.

If your turbo its likely that the tune you flashed does not match the MAP sensor installed or the injectors installed.
