Much funnier when they have to be explained.
I'm guilty of being too terse. Inaccurate, actually. If the issue is due to "works as designed," then running it below a quarter tank should do the trick. I haven't personally seen it but the topic has been discussed here a few times.

Welp, maybe we should just go back to having a reserve part of the gas tank, controlled by a simple little lever, pretty hard to mess that up ......

I ended up removing the unit, making sure the float arm went in properly and did not get hung up on the hose inside the tank. . The actual inside of the tank is pretty shallow, so there is not a lot of space for the arm to hang down. Once you push the assembly down and compress it, you don't want to twist it more then necessary. It seems to be working now.

You need to move to Dallas to fix that problem. You are not allowed to use them anywhere in Dallas county!
