So I am still a bit confused. I put these in today, but I still have the car in the air. If you put the bolts in like figure 2 for neg camber, and if you have the cam pointed out like the pic, that is actually not max negative, right? I would think you need to rotate the bolt so the cam is pointing inward, which would force the top of the upright in as well. That would actually be max negative, right?

You are correct. The picture is set to have your camber at 0. Now turn it so that the piston is facing in, and you have max negative camber. Make sure the washer tab stays in the same spot at 90*. I can take pics of my final if you need. Just let me know
