In layman terms, Centrifugal superchargers are just turbochargers without the exhaust turbine side. Instead, it's connected directly to the Crank.

Frankly, tail lights are not a stressed member so I think it doesn't need to be torqued down to a specific setting. Just make sure its tight enough such that it doesn't move around in its socket....
