my turn signal relay went out this winter, the turn signal on the passenger side permanently stayed on solid even after turning the car off. swapped out relay and worked again. Before i swapped out the relay I turned the hazards on/off repeatedly and and randomly it would "unlock" the signals and would work shortly, maybe try this if you don't have an extra relay handy.
