correction think it disable cruise control, think you are correct it does not go to limp or low power mode on p0420

yes dealer can reset cel code.
but so can you by.

useing a cheap obd scan tool that has a rset cel unction
removing ecu fuse for a short time
disconnecting your car battery for a short time
