Does anyone know if I can get a ticket for no front plate while out of state, i.e. in Oregon or California?

I've had a cop do a U turn on a semi busy street to give me a ticket for no front plate here...

I get stared at pretty often since I have PA plates (no front needed) and driving in WA.

No, I am not breaking any laws... student clause saves me!

I was tickets for this no fix it ticket no warning. And I've had a clean record for 2.5 years. I wasn't speeding or driving fast and have stok exhaust and ride height.
