Custom/Self tune? I guess it's not something you've done yourself so it'll be down to how the tuner implemented it. Does it really matter anyway, why hold it at the limiter?

Autocross. You're giving up time if you're not at the 59mph limit... I'm sure OP can just drive faster to make up for that though

Because the revs aren't static, you will get mild fluctuation and this will cause the speed to rise and fall slightly. Depending on the type of limiter; throttle, ignition timing or fuel cut, there will all be slight variations. The idea is never to hold a car at the limiter though
