Anyone notice rusting around this area ? or im the only one ?

Was cleaning my engine bay after a car wash when I notice the whole stretch is rusted.

Collected my car on May 2013.

Uh... That's not rust? Pretty sure plastic bumpers don't rust.

It looks like the upper bumper retainer bracket, which is metal.

My delivery date was March '13, and mine is rust free. Probably due to environmental factors, either being in an area with road salt or living near a large body of saltwater.

Maybe automatic car washes and high pressure pushing water in there and it's sitting?
