Emergency brake adjustment?

My frs has about 23,000 miles. The e-brake is catching almost all the way at the top? Should I adjust the cable or replace the pads in the rotor?

Good question. I think you need to take off the rear rotors and inspect the shoes and drums/hats. If they look good, go for the cable adjustment only. If the shoes need replacement, do this and still check/adjust the cable.

Edit: Change of heart. After looking at my car with 14k miles, I think my e-brake lever is doing the same thing. I would bet it is just cable stretch and that an adjustment would be in order. I can't imagine that the e-brake shoes are bad as I have not used the e-brake for stopping (or turns).

I'm looking into tightening mine, at least the left rear. Is there a post already up on how to do this. TIA
