Snow Tire: General Altimax Arctic vs Michelin X-Ice Xi3
for streets with mostly black ice and some snow in the winter but is mostly cleared just the biggest thing is black ice and ice in general with potholes and such ... which is the best tire out of the two ? the generals are about $100 cheaper but are the Xi3's better because of the updated compounding and tread design?

If you don't have deep snow, I'd get the Michelins. They will most likely give you better handling too compared to the Altimax Arctic. The Altimax won't be as good at highway speeds either. I ended up buying the Pirelli Sottozero Series II for the FR-S, and the Altimax Arctic for the wife's '08 Accord V6, since I'll be using the Accord when it gets really, really bad, and she only drives like....20 miles a week.
