Wheel Size/stagger question

I'm looking at some 18x9 , 5x114.3 with a 38+ offset. On the will it fit thread, it looks like these will work. Im just curious though, Im not familiar with what the 38+ offset means. Will I have to augment anything for these to work as I notice the stock wheels are 40 something + offset. Also should the wheels be staggered? I read that the release 1.0 comes with staggered wheels, is there a benefit to that?

The car is 5x100 not 5x114.
Benefit to stagger is more rear grip less front grip.
Google offsets and do some reading.
