Redrilled rotors. There aren't many 5x114.3 WRX sized rotors, unless they are Group N or Gravel Spec rotors which I know little about aside from their existence.

KNS Brakes redrills the rotors they sell, which includes the entire DBA catalog.

Are they going to be as safe as a once drilled rotor, or I there any concern for failure?

I'm thinking you can do an STi Brembo upgrade. Reuse the 5x114.3 rotors, and upgrade the calipers. Instant "OE" BBK.

You also need new wheels and depending on the size wheels, tires as well. From my understanding on other posts, these kits retain the OEM offsets.

From a price standpoint, the $50 conversions are just spacers that convert to 5x114.3 (this will throw off your offsets because they're spacing as well as converting). The "hundreds" of dollar conversions are literally hubs that your axle will fit in. I don't believe this has anything to do with your brake setup, so don't worry about that.
