If it was an insurance form, that means you would have no insurance if you didn't sign it; that isn't the case.

It is a liability acceptance form, the liability being the amount of the excess and other potential liabilities - eg speeding tickets.

You're right about the excess not being mentioned, I had mentioned it on another forum, not this one.
