The page on japan parts is claiming (probably on behalf of the manufacturer) that you don't need a tune with this thing.

Not so sure about that one.
Yeah the throttle should just be plug and play. No tune required. But unless the stock throttle is a restriction you won't see any gains at WOT. What you will feel is greater response as for any given amount of throttle it will allow more air in the engine. But at some point that will max out eg. at 75% throttle opening it will flow as much as the engine can suck in, so over the last 25% throttle there is no change in acceleration.
