how do i test the pulleys besides taking off the belt and free spinning them?

Would a stethoscope work? I've seen mechanics using such things for checking the condition of bearings insitu..

Is this only happening when your fan is on? I know you said it happens even with the A/C off, but is it just the fan running in those cases where the A/C isn't on? If so, it could be the fan blades contacting the shroud.
