The whiteline camber kit seems to be some bushings but the Cusco solution is an adjustable arm? Whats the diff?

You nailed it on the head. Whiteline is just bushings. The Cusco is an entire replacement arm that is adjustable and has more adjustment in the range.

judging from the fact that mine was lowered 2.6 inches and has 2.7 degrees camber, if you went with the whiteline you would have AT LEAST 2 degrees camber left, so unless that was your goal I would go with the cusco arms or wait till a <500$ solution rises to lower your car.

Genuinely curious how it handles at that ride height and with that camber. Nobody has really mentioned it yet so it'd be interesting to hear.

In your place I'd go with the Cusco arms since you'd be pretty guaranteed to have all of the adjustment range you'll need.

Some Whiteline camber bolts for the font too perhaps, so you can get it juuuust right.

Depends on how low you are. The Arms will allow greater adjustment to sort out camber issues with extreme low settings on coilovers. The bushings will probably work out well for those only an inch or so lowered to get some extra camber for race applications. Then again it all depends on the use.

How low are you? How long do you want tires to last? etc...

Hmmmm, my rear camber is expected to be at about -2.0 to -2.25 after I drop it. Cheapest way to bring it back to -1.25?

You can also use the sti rear upper bushing from Whiteline, they are also installed and will correct 1.5 degree of camber in the rear. Not a full lower control like the Cusco piece, but definetly cheaper.
