In all fairness, you can never know what type of neighbors you'll end up with. Maybe is quiet the first weeks, but people move and the next ones might not be as pleasant as the last ones.
Joking aside, talk to your neighbors, say to you respect their right to party and celebrate, but you'd appreciate if the volume went down after 10-11 PM. If they do not solve the issue, next time call the cops. Make sure you tell them that you have discussed this in person first. That way it is on record in case there is some retaliation in the future. Edit: I live in a small town that has a board of people that deal with everything. All complaints are handled through them and if something isn't right, they'll send a letter that could become detrimental if action isn't taken. Maybe there is something like that where you live? It would probably be a little easier to talk to your neighbors if you are able to find other owners that share your sentiment and you all go together.

The problem is neighbors change and what was an idyllic setting can turn to shit more quickly than you think. Learn to adapt if possible. Get very good with an AR if it’s not possible. I say the latter only partly in jest.
In the meantime, look for a rapprochement. I’m one of the few anglos living in my area and have learned to appreciate the culture. It’s not always easy, but it can be rewarding and it’s almost always better than open warfare.

The best option is one of least resistance, just move somewhere better. I had places that I enjoyed living for years, then some new neighbors come in and keep me up at night, acted rudely, messed with the car, etc. Things change and sometimes you don't have much power over it. Do you really think messing with a bunch of mexicans who have less to lose than you do is a good choice? No! Move to a new house or apartment two blocks over. Don't open a crappy apartment lease for more than 6 months, and don't get stuck paying a 30 year mortgage on a house in an area going downhill. Keep your options open!
Your mental real-estate that is being taken up by this group of people, you've space in your brain taken up thinking about a disturbance instead of focusing on yourself or what you're doing, your work or education or family or your whatever. Move yourself two blocks over, or a whole town or state over if you must, your mental state will be relieved. Getting over it is a process. I had a neighbor who would act like a joker at night, making noise from his balcony with friends, threw cigarettes' everywhere, let his dog bark all day, and generally acted creepy and weird. He's park his car next time mine in the middle of the night and just sit in the car sometimes for hours. Apartment and management wouldn't do anything. If I called the cops, would probably amplify the situation. Over time our loathing grew and this tension was there every day until I left, and come to a realization that I could have moved somewhere better, cozier, quieter all that time, given myself space from a situation that I don't have power over -except to make things worse usually. I still think of the things I could have done, but again I need to probably focus on something more high-brow than some bad shit that happened two years ago. In our neighborhood, there’s a pear-shaped fireman who lives a few houses down. They have one or two infants or toddlers. I can’t keep track. Anyway, he likes to scream at the top of his lungs at all hours. Exclamations intended to entertain his children. My wife is in health care and I’ve been in metal fabrication all my life. We’re both conditioned from years of work, when we hear people scream like they’ve just had a limb chopped off, to go running. It’s really bizarre to me, when people scream like that for no reason. Just something we’ve had to get used to the last few years.
