My issue ended up being that the signal wire coming from the ecu and going to the relays was cut. It was cut because someone tried to splice in a different ecu, so most likely my issue won't be the same as yours.

Pull the coolant temp sensor connector, then turn the car to ON. It should start both fans if the signal wire is good. If not, that is one place to start looking.

Unplugged the temp sensor, both fans immediately on when key turned to on. So that means I'm good to go I think!
