You are trying to do too much shady shit all at once to get this done. Red flags galore. You want to drive a car without a license, buy the car unseen or untested, then when they require the car to have insurance (unless you're buying outright, in which case congrats), you're going to try and insure it under your brothers name but you will be primary driver and have the title in your name?

#1-Licence needed to test drive car or even drive it off the lot.
#2-Insurance required for a car loan to even go through. Insurance plan needs to have a valid driver on the policy that matches the purchaser on the title.

So yeah, you really need a current license. If you f-ed up and legally are suspended from driving for 3-4 months, then suck it up and take your punishment. If you're just being lazy and don't want to wait in line at the DMV to get a temp license, that's on you and you can't expect others to give sympathy to your laziness.

Do it right. Otherwise one small thing will put you in a huge world of legal and financial trouble.

To add to the above, your life would be over if you got into an accident without liability coverage.

Yes, they will. The dealership (at least the ones I've dealt with and the ones my family has worked for) do it to protect themselves from liability. They aren't responsible for the car before you drive it off the lot, but if you drive it off the lot without insurance you or the person you hit will sue them.

No. As @Tcoat says they'll sell a car to anyone regardless of age, but its going to need to be insured before they will let you leave with it unless maybe you trailer it. (Some motorcycle shops will let you do that, not sure about autos)

Again, I believe you are confusing the two. Registration of the vehicle and insuring the vehicle are two different things. You can even insure the vehicle without a driver's license. You just CAN'T DRIVE THE CAR LEGALLY without a license.

So, in short, you can buy the car in your name, you can (most likely) insure the car in your name, you just can't be a named driver on the car and if you get in an accident driving the car the insurance company may not cover it.

As an example, I have a relative who owns a car, insures a car, but has lost their license due to health. They have a family member (that does not live with them) listed as the primary driver of the car. The policy would not cover my unlicensed driver in any way driving the car though.

Insurance and car registration vary between states so you really need to ask. In fact, the dealer could probably tell you what they will or won't let you do better than us guessing.
