I can't claim to have particularly good sensitivity to setup changes, but my thoughts on this:

Eventually, maybe. My experience with it suggests that you're being quite irresponsible if you're pushing hard enough on the street to notice, or for it to matter - though I do think that someone that's very familiar with pushing cars right up to their limits could tell the difference. It's there, but it's very much a fine tuning thing.

In fact, a proper alignment will probably be more obvious a change than what you get out of most coilovers - the stiffer ride most come with is pretty obvious, and the lack of body roll can be easy to notice... but translating that into grip? -3 degrees of negative camber up front is an obvious improvement in turn-in response. Tuned suspension? Less forgiving, but also more willing to give you that last little bit.

YMMV. If you're not competing, I'd not spend the money. Especially knowing just how good performance can be out of something like the Bilstein setup mentioned. I admit, I'd be going for adjustable top-hats (past experience with camber bolts slipping at a VERY bad time plays a role...) but still.
