This is what happens when you feel that curb feelers are outdated and silly....or you know...you're just not cautious enough when trying to be hella...

Looks like they even went to the effort of scuffing your tire too. Don't you just hate it when people do that.

Wait, I think I got their plate number! Report them to the Police NOW!! Hit and Run!

On a more serious note: I'm sorry, but this is screaming curb damage... Either from you or whomever drove the vehicle...
There is just no way another vehicle hit your wheel like that without damaging any other parts of your car first...

I curbed a tiny 1/4" patch on my 57DR on a driveway entrance that wasn't poured correctly. It's more than possible.

Nobody damaged your wheel. Asshats will drag a key across the body before doing that.

Imho about the only way possible for others to do that via uncareful drive-by is if it was front wheel left turned when parking to stick out enough for also car side to not be damaged. But yes, unnoticing curb rash done by yourself due various reasons, eg. loud music/loud environment, is 90% more possible.
Probabilities aside, if you don't know the culprit, who cares, damage is there, most probably it's up to your wallet to pay for repairs. Concentrate on deciding if to fix / how to fix / how much it may cost and where it's best to do
