Contract legally made in Ontario according QC Consumer Affairs as that is where I reside and the deal was initially phone and the rest text. Therefore I need to consult Ontario Consumer Affairs. Ontario requires I send the company a registered letter stating my grievance with a copy of the dispute application form before filing the complaint. I will proceed with it.

And so the saga continues...

So the latest is he says he'll return my pulley (I don't really care about the blower, he can sell it for parts) ONLY if I send him $150 PayPal as a gift OR Canada Post money remittance plus courier. This while hurling tons of insults and name calling at me. Laughing at me. He is just trying to get the last laugh.

I offered regular PayPal only, plus I'll pay the service fee, as there is a trust issue here. He continued the name calling. Says I'm an internet terrorist, moron, etc. I could just picture him laughing as he sends me nothing and I pay him with no security.

He also brags he's buddies with John Visconti AND Toni of FA20 Club infamy. Admits Toni is a crook but he partys hard at SEMA.

He also sends me a link to a Mustang parts site he has that says $100 per hour to inspect a blower. Except he never showed it to me until last night.

This guy is a massive piece of work.

Ive been civil all the while, only saying you don't know who you're messing with.

Today between calling me a moron and a few other choice words he agreed only to $150 Paypal (gift) plus 3% + GST and a return Fedex slip paid collect to send back the pulley.

I prepared the Fedex slip, opened an account with Fedex, told him its fraud and documented if he doesn't ship it (will NOT do regular Paypal???),. When I requested confirmation of his email he texted back he's just too busy to tell me. Then he sent the address an hour later after calling me a clown and moron, etc. So I will revert back to plan A and send him a registered letter documanting timelines of our communication and stating my grievance with my request to remedy, C/C to Ontario Consumer and Commercial affairs and open a claim. I might also pursue reporting fraud to the police.

He wants PayPal gift so it won't show up on his business records as taxable income (presuming he has a license and actually pays taxes). Revenue Quebec may be very interested to know that he is asking for payment through gift.
He has also damaged your goods further by breaking a bolt off. It is possible he did other damage as well and that is why so many parts have to be replaced and he does not want to return it to you.

Might have been better sending it back to the land of the rising sun to have it serviced (e.g. Seiko - the factory doesn't trust local watchmakers with their JDM stuff and won't let them even touch it).

I think HKS should know about this.

HKS would only refer me to a dealer that is located in Montreal. The fellow there forwarded me Johnny's number as he knew someone who had a Vortex unit serviced there recently.
It appears this guy does work mostly on Mustangs based on his Facebook page he sent me.

Agreed, but even when I eventually get a replacement, I cant buy the stock pulley. I have a smaller one but my tune will need to be recalibrated for higher low end boost and I might need to put in the larger fuel injectors which I had no intention doing.

Update: I spoke with Ellen Roseman, consumer advocate in the Toronto Star and Montreal Gazette and she said this guy was clearly irrational and referred me to the APA, who have a Montreal branch.

At this point he has now agreed to send back the unit disassembled with the broken parts and I sent him $160 for services rendered via regular PayPal. I also sent him a FedEx waybill charged to my account for pickup next Wed scheduled. I will report if it all arrives, more importantly the pulley, attachment bolts and spacer I cannot purchase separately.

I ordered a universal HKS blower same model# but different part# from a US vendor. I will confirm next week if the distributor has it in stock in the US, and if it is a direct fit, and/or what I might require for retrofit (eg drill holes ofr get a reconfigured inlet pipe made). Since nobody was returning calls or emails I ordered it from a vendor via PayPal and immediately emailed them that while I intend to purchase it please confirm these details before processing order.

Another very expensive option I hope is not necessary is to buy a whole new kit at $3600 US +++
