I installed the SPC 81305 14mm bolt in the lower hole along with the OEM crash bolt in the upper hole and got -2.6 max up front (lowered on RCE Yellows).

You rarely get the advertised range but you should get at least a degree out of it. Sounds like user error imo.

What's your after RCE rear at for camber? I still need to book an alignment with Can Alignment but wondering if I even need LCAs if I'm close to 1.75-2.

I can't remember off the top of my head and I misplaced my alignment sheet while I was moving. I want to say it was close to 1.7

I was -1.6 and -2.4 L/R. If you are even you shouldn't need correction in the rear with the small drop

Mine was -2.0 on both sides after just the springs and alignment; no camber bits.

I got -1.4L / -1.5R using just whiteline bolts on stock suspension.

If you have first hand experience, then you'll also know that room under an alignment rack is tight, and not exactly suited to having company. From where I was, I could see he was rotating the bolt around; I did not have a clear view of the washer itself. I suppose it's possible he wasn't orienting it correctly. But that also doesn't explain away similar experiences of others with the bolt in the bottom, and success with it at the top.
