Pure Pricing means nothing. If the dealership you go to is desperate enough they'll throw it out the window. Bought my 2014 FRS MT Whiteout Monogram Edition for 25,411 OTD which included all fees and tax. This included the 3,200 they gave me for a 2001 base model Corolla with 100,000 miles on it, engine light on 24/7, missing headlight, bad breaks, and a slew of dents, paint and interior problems. The car had a bunch of add-ons; Window Tint, Nitro Package, Auto Guard, and Door Pro Package which meant they put a clear bra on the edge of the doors. Sticker price for the car was 30,184.

By "sticker price" do you mean that was what was posted on the car or MSRP?
Don't know how much attention Scion pays to the dealers but they can lose their franchise for not following Pure Price rules.
Now, many dealers can be creative about how they get around that. Same as you I got a pile of extras and way more the KBB for my trade in but the car's advertised "price" didn't change.

Sticker Price meaning the total with all the add-ons. What they initially wanted to sell the car for before I spent an hour negotiating and threatening to walk out.

The MSRP was 27,400 + 755 Delivery + 395 for the "Special" color for a total of 28,550. Still around 3,000 above what I paid if you don't include the trade-in, which they gave me waaaay to much for.

So they pretty much did the same thing mine did. Paid more then the trade in was worth to bring the price of the car down without actually impacting the "Pure Price" on paper. I bet you anything the paperwork that went into Scion showed the car as selling for it's advertised price and your savings were all listed as trade in and add on parts discounts.
Whichever way you got a great deal!

Sort of. Looking at my paperwork, they put the price of the car at 25,811 dollars. 1,876.71 sales tax, and 429 dollar doc preparation fee. This put the Total at 28,116.71. With the 3200 trade-in, this put the price at 24,916.71. Then add in License and Registration fee brought it to 25,409.28.

So I got $2,739 off MSRP and an additional 2,000 added on to my trade-in.
