Must be a terminology difference. "Shaving" generally refers to the removal of door handles, emblems, antennas, gas door, etc. From that picture, I take it you cut out the wheelhouse?

I know what shaving means. Yes you're correct. But in the stance community/culture... "shaving" your fenders is an alternative way to go instead of what we call "rolling" the fenders.

It was a video, and I made the fenders paper thin to utilize maximum space in the wheel well. By doing this it allows me to adjust my camber settings for these 17x9.5 -6 offset to be fender to lip and have perfect wheel tuck when the car bottoms out. With the right amount of camber and having the fenders shaved I will be allowed to fit these wheels without any pulling or wide body kit such as the Rocket Bunny Kit.

This is a picture of my previous car. The goal is to have it at this height and fitment, but more aggressive, and maybe lower.

Gotcha. "Rolling" I would have understood, that term has been around for years, "shaving fenders", in this way, is a new one to me.
