I don't do anything unless they say hi first or I notice they are following me in an non aggressive manner. If they are driving really scary, I ignore and make no eye contact.

Ya during the summer there's a crazy amount driving around. Now that it's winter they all seem to have disappeared. In fact, now that I think about it, I may throw a wave at the remaining troopers out there when I see them on these snowy, icy days.
