Not in PA. Damage is not covered, defects, TSB's and broken parts due to defects are.

I bought my car from Heuberger (through Clint, of course ) and even they wouldn't reprogram anything for free.

In the particular case of turning DRLs off, they wouldn't do it at all because of liability concerns.

BTW, you can get an OBD adapter & software from ebay for around $25 and tweak the programmable convenience features ad nauseum.
