I'd say lowering springs alone.
Not only does it fit all 3 of your requirements, but it saves you the most money, and if you ever desire more you can upgrade your shocks in the future. Maybe Bilstein will have released a replaceable shock by the time you want one.

Firmer, but comfortable ride

I originally thought I might've been happy with ST's but realize it was silly to go cheap on a car I value and intend on keeping for a very long time. Eventually decided T0's + the necessary supporting stuff (front camber bolts + rear LCA's + alignment) was good for me. Didn't need or care for the extra settings on the V3's (Spirited DD, might see a track day here and there so no need).

The recently released Bilstein suspension is right around the same price point and worth checking out.

ST's are made by KW, basically the same as KW V-1's. I wouldn't consider them cheap, or even bargain-brand. I have them, and they are great.

I wanted something that didn't have too stiff of spring rates, and every other brand has springs that are much stiffer. My ST's seem valved correctly for the spring rates, the car feels solid, handles great, no clunks or knocks.
The ride on the street is very close to stock, not too stiff at all.

I had adjustable shocks before and never utilized them, so this time I wanted no-adjustable shocks, just something I could install and forget about.

This also freed up extra $$ for other parts.

I've got ST coilovers on order. They are rust proofed but not stainless (like the V1 or V3). Other coilovers I was considering (Bilsteins, Teins) are rust proofed but not stainless neither (neither are OEM struts I believe!) and I'm in SoCal so figured why pay extra for something I don't need? Cool thing about them is the upper hole that mounts the hub is notched in case you ever want to tweak camber (I will be using them with camber bolts for even more adjustment). I read camber plates can make noise sometimes so this other form of adjustability is more desirable (to me). Plus their dust boots come w/ bump stops. Not all other coilovers in this price range have these features.

Another vote for ST coilovers...seems to fit the bill perfect for you.
I personally have them on my car, and I love them. Plus, no complaints from the wife about ride quality

Can't be too sure of camber bolts...I personally won't be using them, but I haven't done my alignment yet, so I don't know how much camber I have with stock bolts+ST's(I am utilizing the slots on the new coilovers to have as much negative camber however)

After my alignment ill report back
