I had this same issue too.

My bumper actually busted at the tab so since thats all one molded piece i bought a new bumper. And I got new brackets. They seem to be holding just fine and it fixed the problem for me.

at this point, i'm fine with doing the cable tie solution that someone posted early on in the thread. any more details on that would be appreciated.

I'm having a hard time seeing how zip ties would work, but if anyone has any info on how to make it happen, i'm not ashamed to use a zip tie or 12 if that's what it takes.

so I noticed my first problem is my vortech washer fluid tank was hitting my bumper on the relief for the parking lamp...


so I trimmed bumper



next I removed my NEW TSB BRACKET that didn't work for me and cut of the notch the is "suppose" to hold the first tab on the bumper...


then I took my "shelf hanging tab" from LOWES and cut a relief for it in the bumper bracket

NOTE!!!! DO THE BEST YOU CAN OF MAKING SURE
THE NEW TAB WILL BE IN THE SAME LOCATION AS FACTORY NUB
TOO FAR BACK AND THE BUMPER WILL NOT HOLD TOO FAR FORWARD AND THE BUMPER WILL STICK OUT. I HAVE TO REDO MY DRIVER SIDE FOR I MADE THAT MISTAKE.


then first I super glued it in place



I prepped area for epoxy


used this epoxy $40 epoxy from LOWES will work too



here is the modified bumper bracket installed. NOTE THE NEW METAL TAB MUST BE CUT TO CORRECT HEIGHT. WHICH I MADE THE EXACT HEIGHT TO MATCH THICKNESS OF BUMPER TAB.



AND IT WORKED..... SNAPS INTO PLACE.

ALSO THE MULTIPLE REMOVING AND INSTALLING THE BUMPER AFTER THIS MOD COULD RUIN THE BUMPER TAB ITSELF SO TAKE CARE WHEN INSTALLING AND REMOVING MAKE SURE NEW TAB HAS NO SHARP EDGES

Edit, I stole this picture from @DC-FRS, hope he does not mind



The large plastic air dam(#22 in pic) was not sitting right with the lower portion of the bumper and was sort of forcing the bumper down a bit. I had to push, pull, prod, poke, talk nice to, and yell at it until it was all lined up perfectly.

any chance you can link to what you used to make the tab? Think it would be possible to just build up the factory tab with some epoxy to make it a bigger/beefier tab?

I used an angled pick to gently lift the tab - also masked the area.
No problems with fitment.
