LOL well at least not for me, if the tire is super clean, then yes it could be a problem. That's why when dipping I only focus on the wheel

you should look at brake dust pro. you dont even have to touch your wheels and it takes 2 minutes and a water hose.

Griott's heavy duty wheel cleaner also works well for cleaning dipped wheels.

cleaning the remaining bits off when you peel it off. I ended up using tar remover, still took ages to get every last bit

I did blaze orange without realizing I should have done white first. I used 5 cans on 3 wheels and they don't look very good. 2 coats of white and 2 coats of orange made the 4th wheel look much better.
