Broken Bracket? Need help figuring out what this is exactly

Hey everyone, so the lease is almost up and I had to start taking off some parts, but when I took off my diffuser I noticed these 2 pieces (brackets? retainers?) are broken. I'm sure they are supposed to be connected where the 3rd light is but I need helping figuring out what part they really are. If any of you have an idea as to what it is please let me know! Thank you!

Support piece so the bottom of the rear bumper doesn't flop around in the wind.

I would glue it back on and not feel bad about it since it's not structural/safety related.

......yes, if you have the other piece ...... if you don't, I'd just shine on and turn the car in.
