I don't know what kind of area you live in. However I've driven in Montreal, where there's literally foot deep pot holes on the main highway and never had any issues with scraping on "uneven roads"....

I'm not an expert, but I doubt a larger diameter pipe on an axle back changes anything but sound. And if you think of it you're adding extra weight for a bigger pipe.
