As far as opticoat, can it only be applied when the car is brand new?

No it can be applied to vehicles of all age provided the paint is decontaminated and prepped.

Ideally a corrected, defect free surface is what it should be applied to because any heavy corrective polishing will remove the coating and it would need reapplication.

Plus this is the benefit of the coating, it makes perfect paint easier to keep perfect.

Does that make sense?

I see this a lot, people price shop until they find the cheapest deal, then get low quality work and end up paying more to have it fixed than if they would have just contacted a reputable person in the first place.
