City Lights HIDs

Anyone bought the City Lights HID kit? Considering getting them but want to make sure they're good quality before I buy since they're "on sale". I'm looking at the low beam 5000k 35W kit.

Why is it so hard for people to plunk down the cash for a real retrofit instead of this plug-n-play bullshit?

Thanks! Haven't done any research on HIDs at all, just came across these and was curious if anyone had them. They seemed a little too cheap.
