Should I have some plastic retaining screws here or something?

This is behind the rear wheel on the inner part of the bumper; see attached photo. Same thing on the other side of the car.

Seems like there's holes with nothing in them!

Wondering if the dealer forgot some fasteners after installing my exhaust (do you have to take the bumper off to install it?)

Nope my car came like that also, its so you can add oem mudflaps. And the you dont need to remove the bumper to install a new exhaust.

That's normal. It's for mudflaps.

The OEM mudflaps are decently made and well worth it if you experience dirty conditions, like the $#%* gravel road that I live on.

They're standard on all Canadian FRS, but not even available from Subaru dealerships as far as I know.

I ordered mine from the local Toyota dealer for about $50 for all four. Even the dealer couldn't believe the price for OEM mud flaps - normally marked up much higher.
