Am I missing some screws or pop tabs here?

This is a picture of one side of the rear wheel well. The holes are un occupied on both sides. Am I missing some parts here?

lol, nope. There was actually a thread posted about this a little while ago. I think the conclusion was that these holes are for mud flaps.

I think I paid $4 at subaru for the plastic pop rivets. Yeah stupid not on when you buy car but cheap fix.

Holes are for mud flaps. But that wheel well could use something to hold it place, otherwise it flaps at speeds >60-70mph.

i thought the same thing. the dealer was suppose to add mud flaps so i thought they forgot to put the screws in, since i requested no mud flaps.

You can find the plastic pop rivets cheaper still at an auto parts store if you want to fill the holes.

I've noticed those holes in the sheetmetal, and asked my dealer, who said they were for the mudflaps. Do the holes match up with holes in the plastic inner fender well? ie if you add the pop tivets, will they actually grab the plastic and hold it, or will they just cover the holes?

There is no plastic behind those holes to hold in place. The wheel well plastic is cut out, probably to make room for the mudflap hardware. Putting plastic caps on those holes is purely an aesthetic choice.
