test pipe, header, catback setup

I wanted to hear and get some input from the community about running catless. we are talking test pipe and header without cats and a catback. Reason being, currently have a test pipe without one and my header is stock. I'm at the fork in the road to whether if i should go the route of getting a header with a cat on it or get a different test pipe with a cat on it then get a catless header.

concerns: noise level being too loud on a full catless system which will definitely get the popos attention. as of now with the test pipe and catback, it's kind of loud.
