Base Timing A vs Base Timing B

I have searched the "google" far and wide for an answer on the difference between these. The only definition that I could find was an old Nasioc post saying one is cruse and one is non cruise.

I am assuming A is closed loop timing, and b is open loop then?

No. Base Timing A is active if your AVCS is not working. I assume it's using this table in limp mode too, but not sure. Never saw limp mode, but Base Timing A is active every time after a cold flash until your AVCS activates.
