So what's the bottom line for someone deciding whether to add headers and suspension mods (and/or FI...) to their lightly modded '13 or upgrade to the 2022? Is that difference worth ~10k more for the 2022 (current2013+mods=10k vs 2022less2013 =20k)?

I would say, between a mild FI or 2022 (if the performance is the key), I would wait until Aftmkt do some work on the 2.4L and then decide (leaning towards 2022). I was waiting for the 2.4L to buy my BRZ but they delayed, so, I am in a similar situation, but for me is hard to make a decision without numbers/testing/driving.

No joke, I drove both Supra models on track the same day I rode in the new 86. I legit hated the Supra. Zero feel, too much isolation and while it's absolutely freaking fast, didn't make me happy at all.

It was a bit quieter in terms of NVH. The engine sounds wildly different but I suspect it was artificial engine noise through the sound system. It sounded synthetic. This is my speculation, not fact but just relaying what it sounded like to my ears.
