The sooner you can do it (get the police involved) the less chance the wank will have to get any damage to their own car repaired. Extra evidence in-case it's needed if you have to go through small claims.

So true. My city of 210k people has maybe 3 IS-Fs...maybe?

The PO I spoke with tonight told me they will not look up any partial plates even with make and model, but I don't believe that's true. Waiting to speak with another PO tomorrow.
