Just cram it full and crank it over to squeeze out the extra.

I wonder if I could take my car to a Subaru dealer instead of a Toyota dealer...

The recall for your car is linked to the VIN of your car, The VIN is the Identification numer for your car, if it identifies as a Toyota you can only get it done at Toyota. Also because work done by a dealer on a recall, is work the dealer is not getting paid for. I dont think a Subaru dealer would like to work for free on a Toyota, even if its still kinda the same car. Thats how it works in the Netherlands. I assume its kind of the same everywhere in regards to recalls. |

Oh come on the dealer of course is gettin paid for the recall jobs, what are they, slaves? they probably just get paid less than a private would pay by its own, and for a fixed maximum hours, but it is paid for them

To put it into perspective , they need to learn how to clean a throttle body! So far they have stuffed up twice when trying to clean the throttle body during routine service. |

@Crydo is only partially correct though as has been pointed out (although I suppose it could be different if he is outside the US). It will have to be done by Toyota for an FRS or 86, and Subaru for a BRZ.
However, dealers get paid for warranty work. It's usually a predetermined amount based on the parts and expected labor costs (basically book labor) and is at a predetermined rate, not the dealer's standard rate. As confirmation, when I had my "cricket fix" under warranty I saw the dealer invoice that was going to Toyota including both parts and labor. Dealers are independently owned, not owned by the manufacturer. I couldn't imagine a scenario where they would agree to do this work for free.
