I hover right around 28-30 mpg with about half city half highway. I've seen the 0-60 usually in the mid-sixes when tested and not just using manufacturer's claims. Of course there are so many variables in surface, temp, timing gear, and more. The Focus ST is a little more than 3,200lbs, the Mazda 3 a little under 2,900 lbs, and the FR-S is right around 2,800lbs.

I just checked what spiritmonitor.de (similar site to fuelly etc.) users have reported for Subaru BRZ, Toyota GT86 and Fiesta ST (minimum reported kilometers 1500).

Average consumption for BRZ is 8,25 liters per 100 km, 8,51 for Toyota and 8,01 for Fiesta so the actual difference is only ~0,5 liters. So Fiesta is pretty far from what Ford is claiming..
