Hit up Fat Cat Motorsports and talk to him about building something from a Bilstien body. I had him build some non-adjustables for my Miata years ago. Really easy to work with.

SCCA T4 FR-S shocks

Looks like the answer is Bilstein B8's . Specially designed for lowering springs and compatible with the non-adjustable shock SCCA T4 rules.
