On the passenger side is the light sensor for the headlights. Had my plate there for a day when I picked my car up from the dealer and it was causing the auto lights to come on.

Just spray a little wd40 and take a flathead to it, should come off no problem...

All of the above reasons are bogus.
It is actually part of a microphone/sensing/GPS device installed with a directive from the National Security Agency (NSA) in conjunction with the National Highway Traffic Safety Administration (NHTSA).
