So this tube would benefit from some sort of shielding/insulating in those cases where the downpipe heats it up while standing?

The heat shield is mounted to the pipe, there are two small female threaded bungs on the bolt so small bolts go through the shield. Nothing goes inside the pipe.

The oil cooler is mounted to a brackets thats welded to the front bumper bar.

It's a double edged sword for street driven cars. If you sit for a long time, the piping will still get up to the same high temp, and the shielding/insulation will also add to the total amount of heat in the system, causing it to cool down slower.

However, under constant airflow, it'll shield the piping from engine bay heat, and allow your intake charge to be cooler, since it's absorbing less heat.

Overall, it's usually better to have it.

Standing is a different scenario. Less air flow over all and also less flow through the pipe. So yes the pipe will heat soak. However it doesn't matter as much, if your IAT rises at idle it isn't going to harm anything, your just idling. High IAT's are bad under boost and at high loads when there are more stress's on the engine.

The only time I can see this being an issue is at drag strip when you wait in line forever and then all of a sudden floor the crap out of the car. Even then you will quickly have the air flow back in the picture.
