11.8V on the stock battery is not gonna be enough to start the car. Hell, I had problems even setting my magic pro to 12v in New York winter temps.

The stock Panasonic does not like being discharged that low. You're prematurely killing your battery. You can jump it to get going again, but you're going to find that the camera/magic pro will end up draining the battery such that it won't be able to start after only half a day of the camera being on. Unfortunately, the magic pro doesn't have any settings above 12v that will work better for this situation.

One week of the car sitting in cold weather from 0 degrees to when I started at 40 degrees this morning. Started right up with the unit set for 72 hours continuous recording.

Nothing wrong with the camera itself. The PMP just drains the battery too much for it to start the car, especially in colder temps. I don't use parking mode so I don't have any issues. If I choose to use it in the future, I would use a black box battery instead of a voltage cutoff device like the PMP.
