Can't say for the US but they do need to be done by a certified shop here.
More accurately if you want full warranty they must be:

TRD SPORT PARTS INSTALLED BY A DEALER
TRD Sport Parts are warranted for 12 months or 12,000 miles from the date of installation or for the balance of the new car warranty in force on the date of installation, whichever is greater, when TRD Sport Parts are installed by an authorized Toyota or Scion Dealer. Superchargers carry the same warranty, but the coverage is 12 months or 12,000 miles from the date of installation or the balance of the new car 5 year, 60,000 mile powertrain warranty in force at the time of installation. This warranty does not cover maintenance services such as replacement of brake pads/linings and clutch linings. This warranty does not cover noise, vibration, cosmetic conditions and other deterioration caused by normal wear and tear.

TRD customers are responsible for ensuring that the use of any TRD Sport Part complies with all applicable federal, state or local laws, regulations and ordinances.

TRD SPORT PARTS NOT INSTALLED BY A DEALER
TRD Sport Parts installed by anyone other than an authorized Toyota or Scion dealer are warranted for 12 months or 12,000 miles from the date of purchase only and the warranty coverage is limited to the replacement value of the TRD Sport Part. Superchargers carry the same coverage.

Federal law prohibits a manufacturer from voiding your warranty due to aftermarket parts. The only instance where they could legally refuse to honor the warranty is if the specific aftermarket part could be proven to have caused the damage or malfunction.

Unless they could prove the springs caused the problem they have to fix it. If you have a spring related issue. They might not have to fix it.

TBH, I wouldn't even push the issue with the original dealership; they clearly either don't want the work, or they have zero experience with this sort of thing. Either way, I don't want my car being their 'learner' vehicle. Find a local, reputable ASE-certified private shop and have them do it. No issues with future warranty claims and the rate will still be lower than the stealership.

I agree. I wouldn't go back to that dealer, but what dealer can't install springs?

The same dealership who thinks TRD products invalidate the factory Toyota warranty.
