What kind of lugs are you using? Aftermarket or just the ones that came with the car. If the later, they should be painted already. If they are rusting the paint has chipped. You could replace, or (and this is what I would do, and is assuming you're not using aftermarket lugs), self etching prime, paint with high temp tremclad. Do it off the car and it'll take 30 minutes. Pick whatever color you like.

On the other hand, if these are the same lugs that were on the car when the dealer sold you the car, and you haven't abused them, maybe just ask them for a new set? Most OEM lugs will not rust unless they are being changed season after season and are chipped/worn down as a result of the removal/installation.
Thanks for the info! They're Muteki SR40's I believe, and the locks. They've taken no physical damage through chips, only salt I think.. I asked already about replacement or fixing from where I bought it, and he said -after the fact- that it happens all the time.

yes mine is waxy i thought that was just me. I was removing my wheels and noticed that. I left it alone i thought it would protect the lug nuts.

Mine are coated with something also, even the lug nut recesses in the wheels are coated. Assume it is a protective coating used for shipping. I was going to remove and clean each one (nuts look like chrome underneath?) then decided to leave them alone. Seems to protect them and I don't really care if they are super-shiny. Right now they look like a satin finish which is fine. I'll get around to doing them eventually, just not in a hurry.
