As for a safety hazard I'm pretty sure if he wraps it around a tree or kills an old couple out for a walk the wing will have relatively little influence on stupidity.

Aerodynamically this wing doesnt even make sense. The wing would come off before you deliver enough wind resistance to qualify for a significant amount of downforce to stick.
